General use of Navigation Bars

Is the Navigation bar and view worth the hassle? Is it
better to create a hyperlink table in a shared border or
perhaps some other method. I ask this as I have recently
read an article about FrontPage that expresses the
opinion that once a user becomes more familiar with the
product they will no longer need to use Navigation bars.
I have personally used both methods and cannot see the
advantage of Navigation.

It's a tool
- use it, if it suits you

Use it as a "map" to your site layout even if you never use it on a page
The Nav view also affects other web components (like TOC)
