General question about text encoding

I've found the Regional and Language Options on the Control Panel. On the
second tab, there's a way to choose input locale -- the language in which
you write text. My question is about how Windows (XP) knows how to display
text. Is this generally a problem for the program rather than a problem for
Windows itself?

Open Help and Support and type in "Codepage" and also "Code Page." That
will bring up several topics that will explain how this works. If you
search Help while you are online, you will get links to some MS Knowledge
Base articles also related to the topic.
