Fused cartridges and visibility

If a cartridge is fused, i.e., blows when the ink reaches a certain
low level, is this fuse always visible on the outside of the
cartridge?

The fuses sometimes come with refill toner bottles, sometimes for
extra, and sometimes doesn't effect printing, whether it's blown on
not -- mine's an unaffected model#, just sits there in idiot-red,
flashing.
