Full Justification Not Working

I can't get full justification to work. I am using Mirror Margin
Page setup. Any ideas?

Hi,
I think I found the problem. I had copied this document from another
and line breaks were transferred from the original. When I removed
the line breaks full justification worked. I think this answered my
question. Thanks. TomBk
