Strange Justification in Legal Pleaded Document

i've put together forms for my agency...many of our forms
need to be on legal pleaded paper. The problems comes in
with the justification. I use full justification on my
forms. I understand that full justification is
accomplished by placing a little extra spacing between
words to make them fit "snug" within the margins.
However, with our pleaded forms, this is accomplished
sometimes by spacing between letters in words!!! The
strange thing is that what you see on screen looks good.
It's not until you type that things get strange. I've
tried printing on three different printers with the same
weird results. Words will have spacing in the middle in
order for justification to happen. Any clues or ways to
resolve this?
