Ultimate and Business (possibly Enterprise?) have IIS7.0, but I think I read
somewhere that it can be installed to other versions as well.

The FTP server in IIS6.0 is very crap, by the way. I'm not sure if IIS7.0
improves on this.

The FTP Server in IIS 7 still uses IIS 6 to run so when you set it up it
will need the legacy IIS 6 components. So the answer to your question
is No.
 
Does anyone know if the security issues have been improved with Vista?
Previously it has been stated that it's a bad idea to use user logins rather
than anonymous login for FTP.

That's because the passwords are sent unencrypted over the internet, and the
way IIS FTP works - normal user accounts are needed. If I were you I'd try
some third party FTP server or WebDAV.
