FTP server w2k

I am trying to set up two seperate ftp accounts through w2k internet
information services. The first account uses the default port 21 and works
fine. The second account I set to 4021. I get past logon but then the
connection gets dropped. I have set my port forwarding on my firewall and
have tried playing with the settings but I always get the same result. Any
ideas would be greatly appreciated.

IIS enables you to create multiple FTP sites on a single server. To add a
site to a server, you must prepare the server and associated network
services, and create a unique identity for the site.
