ftp recv file

Hallo,
i have ftp problem: when i try to send or receive a file from ftp
server i get error message :

ftp> recv index.html
425 Unable to build data connection: Connection refused
ftp>

But i cann use command as mkdir - no problem. Is there a problem with
permissions?

Try "pasv" mode.
