FrontPage2003 theme not loading on website

I am using a FrontPage 2003 theme on my new website and I can not get the
background to load. HELP!

does it show locally.
if so click tools/ site settings/ recalculate hyperlinks and re-publish.

Thank you for your help. After getting on the phone to my Customer Support
Center for my Web Hosting Firm, I realized the file had been placed in a
different location than the one in which I uploaded. Once located, all I
needed to do was upload up. It's up and running now :)
