When I set up my site on frontpage2003 all my themes show up. When I upload
the site to my remote location none of the theme are present, the background
is just white.

How are you publishing? By Http mode? You need to do this to ensure all the
theme files are published.

If publishing by FTP, then I believe you'd have to upload those files
manually.
