frontpage wont load

On starting Frontpage, I receive this error message:
The FPCUTL.DLL file is
linked to missing export MFC42.DLL:6880.

I have tried reinstalling Frontpage, and replacing
FPCUTL.DLL and MFC42.DLL but it does not seem to work. I
have also tried microsoft's support page at
http://support.microsoft.com/default.aspx?scid=kb;en-
us;241720 , however it still does not run.

My system is a Windows Millennium [Version 4.90.3000], and
my FrontPG.exe is 4.0.2.3821.
