Is there a way to tell from looking at a published website which version of
FrontPage was used?

For a straight html page, only if the meta generator tag such as:

<meta name="GENERATOR" content="Microsoft FrontPage 12.0">

has been left in the source for the page can you determine the "version"

However it is possible to identify FrontPage if the author has used a "FrontPage specific"
feature.
