Hello Steve,
From your feedback, it seems that you are not prompt for user name and
password even you use FrontPage to open the site. If this is not correct,
please let me know.
Based on my research, this problem occurs if the User Authentication
setting for the Internet zone is set to Anonymous logon in Microsoft
Internet Explorer. The Internet Explorer settings control the way that you
log on to a remote server.
To work around this problem, please follow these steps:
1. Use either of the following methods to open the Internet Options dialog
box:
o Use FrontPage:
a. Start FrontPage.
b. On the Tools, click Options.
c. Click the General tab, and then click Proxy Settings.
o Use Internet Explorer:
a. Start Internet Explorer.
b. On the Tools menu, click Internet Options.
2. Click the Security tab.
3. Under Select a Web content zone to specify its security settings, click
Internet, and then click Custom Level.
4. Under Settings, click Prompt for user name and password under User
Authentication.
5. Click OK two times.

Hope this helps.
