Frontpage for dummies

I am a New user

I am reading a tutorial from a website
http://www.actden.com/fp/unit2/2_main.htm. When I start my Frontpage it
doesn't have a Start page like the tutorial says. The steps say Open
Frontpage Explorer.

Is Frontpage Explorer a different program?
Is it part of Frontpage?

I have copies of other web pages I saved, so I can study website building.
Examples: ESPN.com

Is it possible to edit and view the structure of these websites?

That's for FP 98. There is no FP Explorer in FP 2000. Wrong tutorial ;-)
