Frontpage Alignment

How can I ensure that the alignment on my web page that I see on my 19 inch
screen will show correctly on a users 15 inch screen?
 
It is not the size of the screen, but the size of the browser window which you have no control over.
You can use tables with a fixed width of 750 pixels or 100% width or CSS.
