FrontPage 98 and the 2003 Upgrade

I have FrontPage 98, it won't install. Is their anyway I can get 2003 upgrade even though 98 won't install
Will Microsoft take the Serial number or CD Key on the back of my FP98n to show I own this previous version, and provide a full 2003 at upgrade price? Or is my only option to buy the full FP2003?

"Won't install" doesn't make sense. If you have FrontPage 98 you do qualify
for the upgrade
(http://www.microsoft.com/office/frontpage/howtobuy/default.mspx) but it
doesn't use the CD key, it will look for a file that is either installed on
your system or you need to point the browser to the old CD when it asks for
the qualifying product.
