When I create a form and click on submit, it gives me a message page not
found. Check to make sure you have internet connection or the website is
correct. I clicked on form properties and have it linked to an email in the
email address field.

You need to run that page on a web server with the FP extensions installed
(won't work in "Preview" or Preview in Browser) because you need to view the
page/form on a server running Windows Server (IIS) and with the FPSE
configured to send email.

Which page is not found? Is the page with the form published (as Andrew
said) to a server running the FrontPage extensions?
