FrontPage 2003 Themes: Graphics and banner do not appear on page

Only the background appears. What do I need to do to make graphics and
banner show on the page.
 
You must build a navigation structure via Navigation View.

Thomas, please explain why this is so .... I have never build a site
structure using Nav. View. Nor have I ever used a theme.

Eleanor, it only applies if you are using a theme, and want the theme nav buttons and banners to
appear.
