FP 2003: Applying a theme to page using the local or remote folde

I set up the navigation structure in navigation view; however, the background
is the only thing that appears on page. Do I need to be in the remote (open
site) folder to get the graphics and banner in theme to appear on page?

1. You have a web / site open, correct?
2. You are applying the Theme to entire site, not just a single page, correct?
3. You have set up your nav bars in the Shared Borders, correct?
