Font used in Page Banner

Is there some way to specify (or change) the font used in Page Banners?

Also, am I right in thinking that a page banner is just a text layer on top
of a graphic defined in the theme?

yes and yes.
modify the theme for different font, then Save As the theme with a new name
and apply it to your web.

you modify the banner font in Graphics not where you'd think it would be
(Text)
