how do I set up front page 2003 on two computers, not networked? Do I have to
purchase 2 disks? or will the system allow me to register on two computers?
 
You will need to use the telephone activation for the second install. Read the EULA that came with
the application.

The EULA is in the box.

If your second install doesn't meet the terms of the ELUA, then you have to purchase another copy.

The normal EULA allows for 1 desktop and 1 laptop install (not 2 desktops) for the same user - not used concurrently

No, that's breaking the EULA *unless* your purchase two licences - i.e.
separate disks like you say - or if a business you can purchase additional
licence keys (CD-keys) to install on each machine.

But you can't without breaking the EULA install FP using the same cdkey on
two machines. (exception I think is laptop/desktop but you can't use FP on
both simultaneously).
 
It should be the first screen or so that comes up when you first install the
product - the that you either "Agree" or "Disagree" and click a button
"OK". etc. etc.

Else the EULA is part of the "readme" files or something.

Yes you probably have to pay for a licence for the second install.
