From ftp site to a FP web - how

Hi

I have just ftp a non FP enabled site to my local machine and am about to
try and publish it to some win FP enabled space.

I have either forgotten or never knew but how do I get a simple folder with
all the content into FP as a web??

I think i have it sorted but please let me know if I have messed up...

Import all content from desktop folder into a new empty web then simply
publish to remote server...

I hope.
