Freeze frame

I am trying to freeze the top two rows and the first two columns. I am using
excel 2007. When I do this, it freezes the columns, but does not freeze the
rows.
Why is this?
WHat can I do about it?

Column(s) you want to freeze. It sounds as if you are selecting an
entire column.

Put your cursor in B3 and choose, View, Freeze Panes, Freeze Panes

You should select cell C3, then Freeze Panes

Thanks to all, it worked. I was selecting entire rows and columns.
