Freeze frame

I am trying to freeze the top two rows and the first two columns. I am using
excel 2007. When I do this, it freezes the columns, but does not freeze the
rows.
Why is this?
WHat can I do about it?
Thanks in advance.

Select a single cell that is just below and to the right of the row(s)/
Column(s) you want to freeze. It sounds as if you are selecting an
entire column.
