Is there any freeware RAR compressor/uncompressors that can handle the
RAR 3.0 format? None of the current freeware compressors that I know of
can handle that format.

Thanks,

If you only need to unrar then rar labs themselves have freeware for this
http://www.rarlab.com/rar_add.htm as well as the unrar source code and a
windows dll

No compressors, but there is plenty of uncompressors around, like Winimp
and IZarc.
By the way, in principle all RAR decompressors can work with RAR 3.0 if you
replace the old unrar.dll with the new one which can be found on the Winrar
website.

Thanks for the heads' up on the unrar.dll- I just downloaded it and I'll
test it out.
