If I don't have an internet server but am working on a wireless lan and have
a free email account through Yahoo then how do I get the rest of the
information about my email address through the Yahoo site (server) to set up
my Windows Vista email.

You get the information from Yahoo. Follow the instructions for Outlook
Express.

US residents like yourself don't get free POP accounts from Yahoo,
you only get web mail. Windows Mail doesn't do web mail.
You'll be better off using Windows Live Mail Desktop:
http://get.live.com/betas/maildesktop_betas
It supports the Hotmail and Yahoo web mail HTTP protocol.

Does not support web based other than Hotmail. No web Yahoo.

Gmail does have a pop option should someone want to chime in that it does
Gmail.
