fpexpress not found to open internet shortcut

I migrated my father (retired professor) from Win98 to WinXP. He has the most recent version of XP and IE with all updates. He has a large number of archived internet shortcuts that no longer work now because of the error message "Windows cannot find fpexpress.exe." I understand this was included in earlier versions of IE. I tried to open it in MS Word, but the internet shortcut will not even show up in the list even though I selected "all files." Please advise as to how I can regain access to these. He doesn't do any html construction - strictly read only of what he had previously saved.
 
You're referring to .URL (Internet Shortcuts) and not HTML files right?

Click Start/Run and type REGSVR32 /i SHDOCVW.DLL

Try opening the Internet shortcuts now.

Well. Open Registry Editor and navigate to:

Export all the above locations to REG files and post the contents here.

That is correct. Beside his normal IE shortcut icons, there are these "Internet Shortcut" icons (when I hold the mouse over the icon, that is what it says along with the unique name my father gave it at the time and size of 180 bytes). When I double-click the icon, a "Program Not Found" window appears that says "Windows cannot find fpxpress.exe. This program is needed for opening files of type 'Internet Shortcut'. Type in the executable file to be used instead:". I ran (copied and pasted) the command line you provided below and received the message, "DllRegisterServer and DllInstall in SHDOCVW.DLL succeeded. However, I still get the same "Program Not Found" error message.

Internet Shortcuts resolve to a web-address and opens only with the browser and not wiith Word or any other applications.

BTW, you can open Registry Editor by typing Regedit.exe in the Start, Run box.

Goto this key:
HKEY_CLASSES_ROOT\InternetShortcut\shell

In the right-pane double-click (default) and type "open" without quotes.

Then, delete the "Edit" key here:
[HKEY_CLASSES_ROOT\InternetShortcut\shell\edit]

Finally, to fix the Print handler, type REGSVR32 /i MSHTML in the Start/RUN box.

I followed all the steps. (When deleting the "Edit" key, after highlighting
the Edit folder, I clicked with my right mouse button, that brought up the
short menu, and I then chose delete. Hopefully that was correct.) After doing
the last step, I received the "DllRegisterServer and DllInstall in MSHTML
succeeded" message.

I then rebooted and tried the "Internet Shortcut" icon again. Visually the
icon had the same appearance. When I double clicked on it, a window came up
with a red round circle with an "X" through it with the message: "Windows
cannot find '. Make sure you typed the name correctly, and then try again. To
search for a file, click the Start button, and then click Search."

I tried it on other similar icons and got the same result.

Another try:

Go here:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\IEXPLORE.EXE

In the right-pane, type the full path for iexplore.exe (C:\Program Files\Internet Explorer\IExplore.exe), and not the 8.3 format.

Then, open Internet Options, Programs tab and choose "Reset Web Settings".

I followed all the steps. (When deleting the "Edit" key, after highlighting
the Edit folder, I clicked with my right mouse button, that brought up the
short menu, and I then chose delete. Hopefully that was correct.) After doing
the last step, I received the "DllRegisterServer and DllInstall in MSHTML
succeeded" message.

I then rebooted and tried the "Internet Shortcut" icon again. Visually the
icon had the same appearance. When I double clicked on it, a window came up
with a red round circle with an "X" through it with the message: "Windows
cannot find '. Make sure you typed the name correctly, and then try again. To
search for a file, click the Start button, and then click Search."

I tried it on other similar icons and got the same result.

the full path you've listed below and another entry called (Path) showing
"C:\Program Files\Internet Explorer;"

Do I change the second entry to what you have below or assume that was meant

Then, no need to modify that. Have you tried Reset Web Settings? Also, you once told that you're opening the .URL files with MS-Word. (They won't open with Winword)

Secondly, have you tried creating a new internet shortcut (say to www.google.com) and tested it?
