FP2003- Layout Cell rounded borders

Has anyone experienced problems with this.
I have only recently tried to use it and at first it is fine.
If I make any changes by double clicking the formatting border or entering
them directly in the formatting box; when I then click Save FP seems to add
loads of the ms images again that relate to this design BUT when viewed in a
browser, there appears to be cell padding/spacing between each corner cell
and its border.

It only happens on amending the formatting not on initial set up.

Does anyone have a solution please or:-
Is this just another technology from MS that seemed good at the time but
does not work in practice- like the old hover buttons, troublesome themes and
the like!

I have some indication, it is to do with pasting text in to the content cell.
once this is done and you resize the layout cell the spaces appear between
the corners and it looks like the text just stays the same.
If you resize it blank and view it it is ok.
Paste the text in the smaller sized cell and it breaks again.
This is pasting using Pure Text which removes all formating from text but
the same happens if I copy form Word and then paste.
It seems you get one go to get the box right, but how do you know what will
fit it.
Does anyone have any answers please, please would have been a really useful
facility.
