FP 2003 Navigation Bar Style Problems

I'm building a website on my local computer to be posted at a later date to
a web server. I have IIS running on the XP Pro computer. I'm using FP
2003.

I am using a theme for the website, but have added a navigation bar in the
bottom shared border. When I change the link bar style (text only, no
graphical buttons) the settings appear to have changed correctly from within
FP, but not if I view them from IE (or another browser). The bottom
navigation bar shows the same graphical buttons as the theme. I've tried
deleting all temporary files, including the *.web files within my local
settings, to no avail.

Is this a known issue with FP? When I post it to the actual web server will
it be correct? Is there a workaround for this?

Of course, make sure you've saved the page. If the old version still seems to
apear, it may be coming from the browser cache. To force a refresh,
Ctrl+click the Refresh button in IE.

I should have mentioned that I tried that, as well as deleting all IE temp
files and cache. This is definitely a quirk with FP, but I haven't found an
answer for it yet on Microsoft's site or in Google groups.

Any other suggestions would be appreciated.
