FP 2003 folder permissions

In FP 03 how do I set permissions on a folder without creating a subweb.
 
What type of permissions do you want to set? Normally you would do this on
the web server from IIS or you would need to have your ISP do this unless
they give you a host "Control Panel" that allows you to set the permissions
yourself.
