Forwarding Rules not working

Hello,

I setup what I thought was a simple forwarding rule in Outlook 2003, but it
won't work. I used the "send an alert to my mobile device" template in the
Rules Wizard. It was just a simple "from this person" and forward to my sms
text smtp address (setup as an Exchange Contact in active directory) rule.
Next to the rule name in the Rules Wizard window it shows a "hammer &
wrench" icon, but I'm not sure what that means. Sending straight from a new
message to the sms address works fine. Anyone have any ideas why this rule
won't fire?

Outlook 2003 (SP1)
Exchange Server 2000 (SP3 + post sp3 rollups)

Looks like I found the problem. I used multiple accounts in Outlook 2003
(Exchange & Hotmail) and had not specified to use the Exchange account. Now
it works - but Client Side only. It would be great if this rule would fire
server side! Anyone know of any 3rd Party tools to make this work
server-side?
