Forwarding an email with jpeg photo

I"m running Vista When I forward an email with a photo attached the
addressee doesn't get the photo only a box with a red X in the top right
corner what am I doing wrong ????
 
It could be a problem with the recipient's computer.
As a test, email that photo to yourself. If you see the same
problem, then go to Tools, Options, Security, and uncheck
"Do not allow attachments..." and "Block images..."
 
Try Tools, Options, Send, HTML settings, check "send pictures with messages"
