forwarded contact is empty

i have a user that when he tries to send or forward a contact or ditribution
list it gets to the recipient but comes through empty also it is in .msg
form. he is of course the only user that has this issue. the steps i use are
new, select the dropdown next to the paperclip, select insert item, contacts
then choose the one i want and it inserts to the email. works just fine on
everyone else outlook
version outlook 2003 SP3 exchange 2003 any suggestions welcome thanks

Is the recipient internal or external? If the latter, I'd suspect the
receiving end.
