Formatting menu does not display with keyboard shortcut (ALT+o)

The keyboard shortcut for all other menus function correctly. The formatting
menu shortcut used to function (1st 2 months with product). Already tried
Tools >> Customize >>> Toolbars >>> reset. THANKS.

Have you added another menu option that uses O as an accelerator key?
(Actually, I have, and I can use O to toggle between them.) Is the o in
Format still underlined?
