Can not seem to replace or overwrite a file on CD-RW. I keep a back up copy
of files and folders on a CD-RW. When I try to replace 1 file or folder all I
get is "the disk is read only or I need permission from the adminstrator".

What application are you using to burn the CDs? The built in features of
Windows XP are not likely what you want to be using from your description.

Hi,

You need to use packet writing software to overwrite existing files on a
CDRW. The included software in WinXP only will write to the media, or erase
the disk in its entirety.

You need to purchase a CD mastering program i.e. Sonic, Roxio, Nero and there are others. The existing CD-RW will need to be erased first (save the the files to HDD first) then after you install the mastering program the CD-RW can be formatted, the saved files written to it, then it can be used as a giant floppy.
