Windows XP is not based on DOS so you cannot
boot into something that does not exist.

If you have XP only installed, you can't. You can use F8 to get to the
advanced start menu and select one of the command line options. While this
looks very similar to the DOS command line, it is not. It is Windows
without the GUI.

You don't. There is no DOS in Windows XP. The only way to boot to
it is with a boot diskette.
