The best way to format time is the way that meets your users' needs
and expectations. Could you explain what you mean? "Format" means to
display a stored value in a particular way - do you mean that you want
to truncate all times between 12:00am and 12:59:59am to 12:00am? If
so, you're not talking about *formatting* time, you're talking about
truncating it!
