Format tab not available when creating a new email

When my wife creates a new email she can not select font or paragraph or
style under the "Format" tab. When I log in i have the options and a toolbar
for easy selection. What is going on??

Tools menu>options>Send tab, set Mail Sending Format to HTML>Apply>OK
