Font, etc Changes During Mail Creation

Can anyone be good enough to tell me how I can put a new toolbar up so I can
selectively make changes to fonts I'm about to write when I'm creating a new
e-mail. The normal choices of font style, size, color, underlining, etc.
(that are available during replies or forwarding) don't appear to be
available anywhere.

They are there ONLY if you are set to use rich text (HTML) format for your
send mail format. If you are using plain text that menu bar doesn't show.

Go to TOOLS -> OPTIONS and click on the SEND tab. Towards the center of
the tab is the option for which you want to use.
