Format HD ... reinstall XP Home Upgrade?

My question is similar to some previously asked but I don't think I see my
exact situation.

My Dell was installed with 98SE. I purchased XP Home Edition 2002 Upgrade
and installed last year. Too much fiddling around since then and the system
runs like molasses. I want to wipe the drive and C:\ partition clean and
reinstall, booting from the CD-ROM. Do I have to first reinstall 98SE before
upgrading?

First was 98SE loaded by Dell and if so do you have the disk. Next is can
you get the drivers that you need from Dell if they are required for
sound,modem etc.
If you don't have to, then go ahead and install the Home edition of XP. Past
upgrades did a full install so give it a try.
