Format for email replys

In Outlook 2003 when I reply to an email it does not give me the option to
change the format (font, color,etc). Is there any way to change those?

By default you will reply in the same format the message was sent, so if the
message you receive was composed in Plain Text, replies will be in Plain
Text as well. If you wish, then when you click Reply and the message
composition window comes up you can change the message format to HTML or
Rich Text (don't use that if not sending to another Outlook user) format,
but keep in mind that if the sender is using a client that cannot display
these formats they could obviously have problems reading them. ;)

OK, but how do you change this so it's the default reply formatting? I
shouldn't have to do this with every reply email I send. THanks.
 
Outlook forces you to explicitly respect the sender's wishes and you must manually override that decision. It works as people who don't want HTML send out plain text messages and expect them back. Why do you want to impose your preferences on them when they don't want HTML?

Post all replies to the group to keep the discussion intact. All
unsolicited mail sent to my personal account will be deleted without
reading.

OK, but how do you change this so it's the default reply formatting? I
