Forcing Outlook to Use RTF or plain text

Hi all
I suspect that the answer is no, but is there any way of
forcing users to use "RTF format for messages" and not
allowing them to change the settings to HTML.

We have users getting messages in HTML format that contain
links to external web sites (usually offensive in one form
or another) and we would like to stop this happening, we
have got Mailsweeper installed but because this is a link
(not an actual graphic) then its proving hard to stop.

Can someone also let me know whether by forcing it to be
shown as RTF format would the message then show all the
HTML tags ??

Any help anyone can give would be appreciated.
