Force monitor to turn off

I was looking for answers to this problem online.. Sometimes I get back to
my pc to find the monitor still on.. Some have said, could be programs
running in the back ground... even if this is the case is there a way to
just override that and have the monitor turn off... I have it set for 15
minutes in power management.. I even tried turning the screensaver on at 15
and setting the monitor to 20.. still sometimes it works sometimes it
doesn't.. any ideas.. thanks
