Force Desk top theme, Icons, Background

We are trying to configure an XP Pro system logged on locally. We set Icons, Background, screen resolutions etc

The systems are set up and shipped to different sites were they are connected to those sits logged in to a domain. When users are created the domain provides the desktop themes

The question is can I some how have the local themes for the Administrator be used for all even when subsequently logged on to a domain

To my knowledge there is no way to do this. A domain account is considered
a separate account on each computer. In the case of a roaming user account
you can carry your account settings from computer to computer but there is
no way for a local account settings to be carried over to a network account.
