Footnotes

I'm hoping I just don't know where the setting is to fix this, but here we
go....

How on earth do you controll the amount of space between the last line of
text on a page and the footnote seperator line? Sometimes we can have as
much as 2-3 inches of empty space and if you look on the next page you can
clearly see that a few lines of text could have definitly fit on the bottom
of the previous page.

Also, is there a fix I don't know of that will make sure that footnotes show
up on the page they are supposed to? Sometimes a footnote will show up on
the botton of the next page and not the page it supposed to. Our quick fix
to this has always been to just bounce a line or two with a page break on
the previous page so then there's enough room for that footnote to fit on the
page it was supposed to be on. UGH. I'm frustrated just talking about this,
LOL. Any help would be greatly appreciated. It's the little things like
this that make life around the law firm very stressful when a brief is ready
to go out the door and we can't figure out why the darn footnote isn't on the
page it's supposed to be on when there is clearly enough room for it to fit.
