Footnotes & Printing

I am attempting to print a document with footnotes and footers. When I view the document in page layout view everything appears to be correctly placed on the page. However, when I print the page the footnote separator line is one third up from the bottom of the page leaving a great deal of white space at the bottom. When I try to move text from the next page into this area the page shows as full. How do I get the separator line to print closer to the bottom of the page so that I can place more text here? Thank you in advance.
 
Do you have the footnotes set for "Below text" or "Bottom of page"? Note
that if there is space, there will be space either way; it's just a matter
of whether it's above or below the footnotes. See

Footnotes are set for bottom of page but the separator line is appearing one third from the bottom.
 
Check the formatting of the footnote separator. Switch to Normal view, then
View | Footnotes. On the toolbar of the footnote pane, click the arrow and
select Footnote Separator. Click on the line and choose Format | Paragraph.
It may be that the separator has odd line spacing or Space Before/After.
