Is it necessary that the little blue "globe" icon be on the folders? If it's
not, would that be a reason that a site does not publish?

Also, does the "index" page HAVE to have the "house" icon?

I'm learning on my own, and am getting frustrated with help I've attempted
to get on Front Page forums... I'm not a dummy, but cannot see what
difference it makes.

Yes, or it not considered a web, and you can only publish a web, not a folder.

No, unless you are using FP navigation component, then the house is required.
