I would tend to say shortcuts are better since profiles (including the
user's desktop) are really meant to be volatile. If a profile gets
corrupted, Windows will automatically create a new profile. A less
savvy user might panic thinking the folder is actually gone (when in
fact it would still be in their old corrupt profile). With shortcuts,
you can just recreate them if the profile is corrupted or deleted.
On the other hand it may be a security issue but I guess we won't know till
the OP replies.
