folders, existing and new, are default read only

when i go into folder properties and manually deselect
the read only box, and then hit apply, i typically get a
dialogue with a status bar that appears to indicate
success, but it never works. meaning, just after going
through the process, whether with one folder or with one
and all subfolders, all are still read only.

i've asked around to tech/support-minded friends and no
one's ever heard of it and has no idea about how to fix
it.

any ideas?
