Folder Views

The answer to this has go to be easy, but I can't see it
for the life of me.

I have two computers running XP. On one double clicking a
folder brings up a view which includes menus and the
standard toolbar, on the other these are absent. Try as I
may, I cannot find what I need to do to turn these on.

Can anyone help?
 
View > Toolbars > Standard Buttons, Address Bar.

If this does not help, reset the toolbar settings in registry using:
