Folder Option: Underline Icon Titles Only When I point to them

I can't seem to get XP Pro to save the underline when pointed to folder
option for a LIMITED user account created through control panel. It always
reverts to the alternative single click folder option of "underline icon
titles consistent with my browser".

I know I could change the intenet otptions Underline Links to either Never
or Hover, but I don't need to do this for an administrator account which
doesn;t have a problem saving this folder option.

Is there some policy I need to change to make this feature accessible to
limited user accounts or is it a known problem. I have sp1 applied.
